: Ten program jest dużo szerszy niż odprowadzanie ścieków i wody opadowej; "the expansion of wastewater treatment facilities" to część szerszego programu o nazwie "sustainable water management programme"

Jaki program? W kontekście mamy "nazwa na liście tuneli świata" i do tego należy dostosować tłumaczenie ("Longest waterwaste tunnel"). Opis "W. man. in GMC" dano tylko jako odsyłacz/odnośnik do szerszego (ogólnego) artykułu, w którym występuje ten tunel.

Mexico's government needs to invest 250bn pesos (US$20.9bn) in a more ambitious program to provide sustainable water management for the Mexico valley, according to national water authority Conagua president Luis Luege.
The program would include investments for new water sources, upgrading potable water distribution systems, expanding wastewater treatment to 100% and a new framework to improve potable water and sanitation services.
Conagua is currently investing some 61.5bn pesos in a sustainable water program for the valley, the authority said in a release.
This plan includes modernization of the Cutzamala potable water system and the Emisor Oriente and Compañía river drainage tunnels, as well as construction of the Atotonilco wastewater treatment plant, which will treat 60% of wastewater in the valley.

What Is Water Management?
Water management is an interdisciplinary field concerned with the management of water resources. People in this field are concerned with ensuring that a supply of clean, potable water will be available to people who need it, while balancing the needs of industry and the environment. A number of different topics fall under the umbrella of this field, from sewage treatment to wetlands restoration. Many national governments have departments that are in charge of water resources, and regional governments often have smaller offices of their own to focus on this issue.
