I think I’ve found your ORF context.
The Director General revealed/let on that they were working on purely digital content.
(Like *dropping a bombshell* into the conversation, i.e. more than just teasing his audience by coyly hinting at something)

What the Director General revealed - wittingly or unwittingly- is controversial insofar as tv/radio ownership is as good as universal in Austria, whereas purely digital content would be available only to listeners/viewers with an understanding of how to navigate the internet, i.e. it would be discriminatory against older licence payers.
A similar controversy arose when the BBC took the decision to make their youth channel BBC3 an online-only service:

A shift to online-only is not an offer that the DG would necessarily want to boast about, which is why I think that 'hint' (nudge nudge, wink wink) doesn't quite capture the meaning in your context.
