'hot work observer' is the translation I have, but was wondering if there was a more official, and perhaps less literal translation for this... I see few hits for this, but still have my doubts.

I proposed 'hot work fire watch' because I wanted to distinguish between the roles of 'heetwerkwacht' en 'brandwacht'. However, I now see that both terms are often used simultaneously/interchangeably and, therefore, using just 'fire watch' (or 'firewatch') might do here too. See f.i. aso http://www.falckproductions.com/resources/fire-safety-and-fi...

PS. Your own suggestion - 'hot work observer' - also seems fine in this context. See, for instance, the following examples:

The Hot Work Observer Skill Set is endorsed through the PMA08 Chemical, Hydrocarbons & Refining Training Package to support achievement of minimum industry requirements for a hot work observer.
Persons undertaking ‘hot work’ frequently require a ‘hot work observer’ (or ‘fire watch’).
http://www.mskills.com.au/DownloadManager/Downloads/PMA08 re...

An activity is categorised as hot work if heat is released while the work is being carried out, so there is a risk of fire or an explosion. Examples of hot work are welding, soldering, drilling, grinding and fire activities. Work in explosive areas (EX areas) is also categorised as hot work because there is a risk of a gas or dust explosion.

When performing hot work, the following preventive measures should be taken:
• deployment of a certified hot-work observer
http://www.aebamsterdam.nl/media/1640/eb160901_gedragsregels...

The Workplace Manager, Management OHS Nominee, or Contractor is to ensure that a trained fire-watch observer is appointed and present for the entire duration of the hot work task. The fire-watch observer must have completed PMASS00019 – Hot work observer training, be capable of operating fire and emergency equipment and wear PPE appropriate to the task (e.g. welding mask).

Dank je wel, Henk.
agree philgoddard : We don't have the context, so it could be a person or a procedure.

Thanks, Phil. / PS. From what I can see, the term 'heetwerkwacht' generally refers to the role/person rather than the activities/procedure as such.
neutral Arie Uittenbogaard : "Hot work" is a generic term used in heavy industry and on board ships. It comes with a "hot work permit" and a "hot work fire guard."

Thanks for your comment, Arie. Not quite sure what part of my answer you have reservations about. As I said, 'hot work' can probably be left out and both 'fire watch' (as used f.i. on https://tinyurl.com/l72ylwb) and 'fire guard' seem fine in this context
