It�s a sentence said as a joke by a drunk boy during the drive between two pubs, so it could mean anything. ;)

umgah

Jiri,I found some information on 'umgah' which might be useful. Apparently, the Umgah are a fictional race of beings featured in the sci-fi Star Control computer game series. I suppose, the great Umgah (or Um Ga) must be their God. For more info and full description of these beings see the link below.

Nonsensical name

You've explained it better than I could. There are no references to it and it isn't composed of English words or names. It may parody Eastern emperors, possibly even Gilbert & Sullivan type characters.
