Just an explanation, not an answer for points.
Here in Canada, when you apply (or even volunteer) for certain sensitive jobs, for example working with children or youth or the elderly, in a financial position, etc., you have to get a letter of clearance from the police stating that they have investigated your background and found no criminal activity or other complaints against you. I think that is the department that is meant here, but I have no idea what that is called in Belgium.
