i think it just means through or as a result of an accident, so akibat kemalangan or melalui kemalangan. I doubt you can say secara kemalangan

In the context, above, I believe the translation "sebab-sebab yang tidak disengajakan" might be more appropriate.
Though accident = kemalangan, accidental would be more 'yang tidak disengajakan'.
