First, "aux petits métiers" - how a small-scale "traditional" fisherman would make a living - is just being used for clarity, I suppose. In other words, "aux petits métiers" refers to the everyday fisherman in France using traditional methods (no high-tech stuff, deep-sea divers, etc). So you might be best to stick the word "traditional" right beside "artisanal" as there is still no one, agreed-upon definition of "artisanal fishing", despite a precise definition given below in one of my links.

Artisanal are fishermen follow the traditional system. Like the professional fishermen, they also catch fish for money. However, they do not have the facility to use modern techniques and technologies for that. Instead they follow the traditional methods. Sometimes the artisanal fishermen just follow the cultural heritage of their country. The most common technique used by the artisanal is the net. However, they also use angling and trap. They usually do not go to deep sea, as they do not have the facility to store fish for long time and use the classical hand throwing net to catch fish from their small boat. The artisanal, like the professional, has fishing village and it is usually near to a fish ground. The artisanal live mostly in the South Asian region.

The source text is talking about a protected marine zone, of which one of the aims is to "maintain or develop" traditional (or craft, though I don't think the word suits here) fishing.
OK.
So where does "aux petits métiers" come in?
It would be more logical, given the context, if the phrase read "..... développement de la pêche artisanale ET DES petits métiers(de la mer)".
