phrase it like you want

This sounds like the range in which the speed of an ENGINE is limited, although I'm not used to hearing "range". If I buy a Porsche they might tell me that it's "abgeregelt" at 270 kmh, i.e. I can't go faster because there's sth (electronic) in there that prevents it.
