Context:

Die Berechtigungsstufe „Operator“ erlaubt Selektion von Alarmen (außer auf Neuseite),

I'm rather puzzled by what "Neuseite" means in this context (amongst the Bedienmöglichkeiten for the Operator authorization level in Simatic/PCS 7).

New List (1) From the Siemens brochure on PCS 7 - it can be seen that "new list" as a technical term and should be used as such [there is no mentioning of "new page" as a technical term]:
"In a special message view it is possible to switch between the control system message pages such as new list, old list, cleared alarm list, operator action list, control element list and message history list."

From Siemens Configuration Manual Process Control PCS 7 - there is a set of standard lists:
8.3.2 Using Message Lists during Process Operation
During process operation, the plant operator can call the message list by means of a button. From there, you can call additional message lists. The following message lists are available:
- New list - displays all unacknowledged messages
- Old list - displays all messages that have been acknowledged but are still pending in process
- Gone list - displays all messages marked as "gone" that have not been acknowledged
- Operation list - displays all operation mess

Hi David sorry, no time to answer; but without knowing the entire text, I am not able to assess which of the expressions may be identical or refer to the same element. I think that the important thing is to be consistent in using the individual terms. Unfortunately, I'm not a "Simatic/PCS 7 Specialist" :-)

Incoming alarm list? Would this be the same as the "Neuliste" which, in a screenshot couple of pages further on, calls itself the "Incoming alarm list"?

Emphasis? David, I think you've got the emphasis wrong here. The text you quote doesn't actually contain "Alarmen auf Neuseite" but says that if you are logged in as "Operator" you can define alarms unless you are in the situation "Neuseite". My last simatic translation work (S5 Manuals) is 25 years ago but I would guess that "Neuseite" is a specific menu item (presumably opening a new page for your program or script) where, for whatever reason, you can't set alarms.

Auf der Alarm-Neuseite werden Meldungen angezeigt, welche nicht quittiert werden können. Die Meldungen sind bereits als "gegangen" gekennzeichnet. Was ist die Ursache hierfür?

Es werden für den Online-Abgleich der Meldungen Kurzzeitarchive verwendet. Ist das " Rückladen der Meldungsliste nach Netzausfall" aktiviert (Bild 1), dann wird eine alte Alarmliste aus dem Meldearchiv geladen - SIMATIC PCS 7 benötigt allerdings die alten Alarmlisten nicht.

i.e. at this operator level, it is possible to select specific messages, but not on the (message) new page

Although this is a translation from the German, I would stick to this terminology "new page" for Neuseite.
PC-CS divides, analogous to the OS, the messages
into old page frames (for the acknowledged messages) and into new page frames (for all unacknowledged messages).
SIMATIC PCS 7 V5/V6 - non-acknowledgable messages on the message new page

ANSWER:
Short-term archives are used for the online comparison of the messages. If "Reload Message List After Power Failure" is enabled (Fig. 1), then an old message list is loaded from the message archive - but SIMATIC PCS 7 does not require the old message list.
