I found these websites (in Yahoo Canada - gave in "consideration of relevance" and "environmental"), which used the expression in question and within an environmental context..

The second one is a pdf - just put in the phrase, consideration of relevance in the search box to find the corresponding page..

My first, best guess.

Something to do with relevance to the evaluation or consideration of evidence, perhaps?

**Abwägungsrelevanz** would seem to capture some specific aspect of German law, and may very well demand translation with the specific, matching English legal term.

So please use my suggested translation advisedly, if at all ;-)

There may be some term of art for Abwägungsrelevanz that is more "relevant"

I frankly don't recognize the German term, and am guessing. Perhaps the term means X is being evaluated (or assessed), and its relevance to possible legal consequences considered. More context would help.
