we aren't talking about any protective covering here but the hair on top of the head of the dog. You can call it hood, crest or cap, as you prefer, depending on the length of hair and breed of the dog, e.g. Yorkshire terriers have a hood, as do Bobtails, but Dachshunds have a crest, as do Setters.

In Medicine haube is Tegmentum or Roehrenschutzhaube.
Superficial layer or cover usually of animal or a plant part.
So probably that is the spot where ears are branching off.

I don't know if this is dog talk, but in the US we sometimes refer to the top osomeone's head as the dome.
