Japanese term

縦方向の試験の場合は長さ方向に平行に、横方向の試験の場合は幅方向に平行とする。

試験片の作り方
(for airbag testing, referring to test pieces made of cloth)

試験片は試料の幅の両端からそれぞれ少なくとも50mmずつを除いた部分から採取する。また試料の長さ方向の両端からそれぞれ少なくとも50mmずつを除いた部分から採取する。**縦方向の試験の場合は長さ方向に平行に、横方向の試験の場合は幅方向に平行とする。**但し、同一試験項目で、2もしくはそれ以上の工数の試験片を必要とする場合、引張試験においてたて(横)方向の試験に供する試験片は縦(横)に並ばないように、また引裂試験において縦(横)方向の試験に供する試験片は縦(横)方向に並ばない様に最終するものとする。

In this sentence, are they saying to cut pieces parallel to the length direction if the test is vertical? Or are they saying for example, to pull the cloth in the length direction for a vertical test (if it is a tensile test)?

I think because of the words:引張試験 and 引裂試験, where both tests require samples to be stretch. This whole paragraph is very confusing, isn't it? It certainly makes me dizzy.

Sorry. Ran out of space in the previous post. I agree that the tester is simply being asked to collect a sample parallel to the test direction.

The individual doing the testing clearly has to collect the samples. What I'm having trouble understanding, however, is why you believe that the Japanese is referring to stretching the cloth. Is there some other part that uses a verb like "pull"?

Cut pieces parallel to the direction of the test, IMHO.
