I did not think "custody", (if it is a US specific term), was appropriate here, since the client was based in Europe. "Guardianship" also did not work for me, as the ”親権者" in this case was the child's actual parent. Thus,"Parental Authority" seemed to be the "safest" term to use. Thanks again!

Guardianship can be used for people of for estates. I think that this term is better for a birth certificate.

I translate Japanese family registers which is used as a requirement for those who apply for local house loans in the Philippines and I use the word "Custody" for the reason that the Philippines uses American English. Hope this helps!
