I am having a hard time wrapping my head around this expression.

It appears in the following passage:

XXXの伝道師でないと言われればそれまでだが、単にXXXを選んだ入れたでは、対象社のビジネスパフォーマンス向上には寄与しない。

Does anybody know a suitable interpretation of this expression?

I believe this is the appropriate translation, but it will need more logical explanation to lead to 単にXXXを選んだ入れたでは、対象社のビジネスパフォーマンス向上には寄与しない。

They could have said (they may say) that it's only... and that would be the end of it, but...

If my understanding is correct, that "それまでだが" might mean something like: "it can be simplified to... [but actually]" (implying that actually it's not that simple at all, but if somebody insists on the problem being something less complicated than it is, we can partly agree upon it), " it can be interpreted/understood simply as... [but in reality/but the real reason would be] ".

agree Risa Shimizu Barnett : I agree with only slight modification. I would translate as, "If one were to say... that would be the end of it, but..." or perhaps "If one were to say... there would/could be no further argument, but..."
