I am having a hard time wrapping my head around this expression.
It appears in the following passage:

I believe this is the appropriate translation, but it will need more logical explanation to lead to 単にXXXを選んだ入れたでは、対象社のビジネスパフォーマンス向上には寄与しない。

If my understanding is correct, that "それまでだが" might mean something like: "it can be simplified to... [but actually]" (implying that actually it's not that simple at all, but if somebody insists on the problem being something less complicated than it is, we can partly agree upon it), " it can be interpreted/understood simply as... [but in reality/but the real reason would be] ".

: I agree with only slight modification. I would translate as, "If one were to say... that would be the end of it, but..." or perhaps "If one were to say... there would/could be no further argument, but..."
