Hi Joice!

The answer above doesn't look sleek and rather redundant, but it does give you an idea about what this phrase indicates. Alarm parameters are a set of conditions which trigger an alarm when met. There could be a number of elements, and once configured they are stored in this circuit. I believe that 解除 here indeed means resetting these parameters.

I may say "reset the circuit that holds/stores alarm parameters" or "reset the parameter (holding) circuit" something like that if this particular circuit is described elsewhere.

Parameters(Engineering)
In engineering (especially involving data acquisition) the term parameter sometimes loosely refers to an individual measured item. For example an airliner flight data recorder may record 88 different items, each termed a parameter. This usage isn't consistent, as sometimes the term channel refers to an individual measured item, with parameter referring to the setup information about that channel.

Properties can have all sorts of dimensions, depending upon the system being considered; parameters are dimensionless, or have the dimension of time or its reciprocal." John D. The term can also be used in engineering contexts, however, as it is typically used in the physical sciences.

I think that the retaining circuit should be released first in order to reset alarm parameters that have already been stored in the circuit.
