職制 is tricky one. It appears, literally, to mean "working order or system". Because context is under newly-born industrial city, the adminstration (of city government) have to make archtectural housing plan. In doing so they must respond to those needs, whatever it is. What it is not said in the sentence you have shown, but I bet there are either explicit or implicit explanation somewhere before and/or after the sentence.

After I see your additional notes, it is clear they are talking about different class (i.e. quality, space, etc.) of housing in order to accord different ranking of employees. Then I agree with Kawamura-san¥'s answer. I guess social class, tha it corporate class, would play even greater role in India.

Although "corresponding" and "in response to" are fine as literal translations for the phrase 対応した, "according to" is also correct and is a more natural translation of the writer's description of these apartment houses, etc. Hope this helps.
