This is taken from the same accident report. As far as I can see, this is a factory worker who is assigned a duty that is not his usual one temporarily when another section becomes too busy and needs more workers.

A "relief worker" will not work because it sounds like a worker for a disaster relief. He is not a "temporary worker" because he is employed full time and usually doing something else. I though about "supply worker" like supply teacher, but it sounds like I am inviting a misunderstanding.

What is the well-accepted expression?

temporary cover staff

The company I have worked for in the past used to use this phrase for someone who temporarily relieves a worker from his/her duty.
Example: The temporary cover staff covers machine operator's duty when he/she needs to go to the toilet or needs to go home for sickness etc.
I don't know whether this would apply to your case.

[Temporary cover staff] was also used for someone who helped another department to give maternity/sickness cover or to reinforce the manpower.

By including "internal", you could differentiate them from those who are sent from other companies or agencies.

How about something like stand-in, or backup, or (temporary) substitute?
