Some blocks are assigned to keep defect sector/block location where should be avoided to write/read. If this information would be overwritten accidentally, then the memory would not be able to used.
Just writing onto defect block itself doesn't harm because it is never read over the defect management.

I don't know "MemoryStick" has defect management or not, but some kind of large flash memory have it.
