Thanks for your interpretation of the sentence Leif. What I forgot to say was that this text is part of a letter that disputes an agreement, and is not actually in the agreement itself. Sorry for the confusion.

Let me try... An interpretation of the text might be something like this:

One would think that the presumption that the parties did not include in the agreement that lack of reaching budget goals should imply reason for cancellation, if this was their intention, is not very likely.

In broad terms, this should cover the meaning. However, I still find it strange if this is actuallay part of the agreement.

One thing I note is that this would be very strange as *part of an agreement*. It looks like a comment to interpretation of an agreement.
