typo -- medical emergency care/emergency medical care
The only thing that makes sense to me is that this should be "sanitetstjeneste". It's the term commonly used for emergency medical care (aka medical emergency care). See an example from the Norwegian military at pages 4 and 5 at http://tinyurl.com/4d52cw8.
The links below are Norwegian and English versions of a medical journal article, in which "medical emergency care" is used in the latter.
(BTW, "sanitetskuren" in the source sentence should undoubtedly be "sanitetskursen".
