Not sure about the use of 'service' - google does give a number of hits - such as that mentioned by Mats in his 'agree' below, but virtually all of these refer to 'service' in the sense of 'serving in the national defence organisation' (e.g. 'those on total defence service' the 'Total Defence Service Act' etc. - compare the use of 'service' in 'national service' in the UK) - "total defence organisation" appears to be a more common umbrella term for the various 'forces' and 'services' that work together in the context of a 'total defence' system

Gullberg of course is an excellent ref. but doesn't always say a great deal about what is used in practice.

Where it says: § 3 Any person liable for Total Defence is obliged to
1. co-operate at a prescribed investigation about his/her personal con-ditions
2. serve in the Total Defence organisation to the extent that his or her physical strength and health conditions allow, and
3. adhere to the regulations that are generally included in this act.

And:
Even without the request stated in the paragraph above, the National Service Administration of the Total defence Organisation may decide on a wartime assignment if it is carried out in accordance with a request for the need for persons liable for service and if the body with manning responsibility has not stated otherwise.

And:
§ 11 Anyone who has a function as a member of parliament, as substitute for a member of parliament or as a member of the cabinet has, without special decision, deferment for the duration of the assignment. The same applies for anyone who has a function in an international organisation and who, ac-cording to an agreement that Sweden has concluded with a foreign state, shall or ought not serve in the Total Defence organisation for the duration of the assignment.
