Coarse or rustling cotton

I would be more inclined towards coarse or rustling cotton. In Swedish prasslande/prasslig bomull is often used for example cotton sheets that are not soft but more stiff. As you are referring to maid I suppose this is 18th or 19th C and thus the cotton clothing they wore would have been more "rough". (prasslig bomull today can also be parkas that have had other fibres or plastics added to give them that effect but do not think it was very common in the past :-) )
