İşleyen bir bağımsız yönetim kurulu ve bunu destekleyen alt kadroların oluşturulması gerekir” dedi.
TÜRKİYE dahil 40 ülkede yönetici araştırması ve liderlik danışmanlığı yapan Russell Reynolds’ın Türkiye Başkanı Burak Gorbon, kuşak devrinin başarıyla tamamlanmasının, günümüz şirketlerinin karşı karşıya kaldığı en kritik süreç olduğuna dikkat çekti. Bu kritik süreci en iyi kurumsallaşabilen şirketlerin yönettiğini belirten Gorbon, “Kurumsallaşma denince de herkesin aklına ilk olarak şirketin başına profesyonel bir yönetici atamak geliyor. Oysa kurumsallaşma için tek başına bir CEO ataması yetmez. Kurumsallaşma ve kuşak devri uzun vadede şirketin tamamını kapsaması gereken iyi planlanmış bir süreç olmalı” dedi. İstikrarlı büyüme ve ülke ekonomisinin derinleşmesinde köklü şirketlerin rolüne değinen Gorbon, “Her ülkede olduğu gibi Türkiye’de de nesilden nesile aktarılan köklü şirketlere her zamankinden çok ihtiyaç var. Bu ihtiyacın farkında olan şirketler de kurumsallaşma yolunda önemli adımlar atıyorlar. Bu kapsamda zaman zaman profesyonel yönetici atamaları için bize başvuruyorlar. AİLE İÇİNDEN CEO
Russell Reynolds’ın Türkiye ve Ortadoğu bölgesindeki faaliyetlerine liderlik eden Gorbon, aile şirketlerinde kuşak devri ve kurumsallaşma için gerekli adımları, üst düzey yönetim danışmanlığı alanındaki son trenleri ve Türk yöneticilerin uluslararası arenada gördüğü ilgiyi Hürriyet’e anlattı. Türkiye’de yıllık ortalama 50-60 üst düzey yöneticiyi yerli ve uluslararası şirketlere yerleştirdiklerini ve bunun da sektör için oldukça iyi bir rakam olduğunu kaydeden Gorbon, şöyle devam etti: “Faaliyetlerimiz sadece yönetici araştırması ile sınırlı değil. Şirketlere liderlik danışmanlığı da yapıyoruz. Kurucunun sıfırdan başlayıp çok büyük fedakarlıklarla belli bir büyüklüğe getirdiği şirketini başka birine teslim etmesi pek kolay değil. O nedenle profesyonel bir yöneticinin başa getirilmesinden önce şirkette kurumsallaşmanın uzun zaman önce tasarlanmış ve belli bir noktaya gelmiş olması lazım. Bu arada profesyonel yöneticinin illaki dışarıdan bir isim olması da şart değil. Aile içinden de biri şirketin CEO’su olabilir. Türkiye’de de, dünyada da bağımsız yönetim kurulu üyeleri dışında yönetimin tamamının aile bireylerinden oluştuğu çok iyi şirketler var. Turkey Country Manager of Russel Reynolds, Burak Gorbon says institutionalization, which is a must for the growth and longevity of companies, is sometimes misunderstood: “Appointing a CEO does not make your firm institutionalized by itself. You need a functioning, independent board of directors and recruit the staff to support them.
Burak Gorbon, Turkey Country Manager of Russell Reynolds, a firm that provides leadership advisory and executive search in 40 countries including Turkey has underlined the fact that successful completion of generational succession is the most critical process in front of today’s companies. Gorbon pointed out that companies that manage this critical process best are the ones that are well institutionalized: “When you talk about institutionalization, appointing a professional executive to lead a company is the first thing to come to everyone’s mind. In fact, appointing a CEO by itself is not enough for institutionalization. Institutionalization and generational succession need to be a well-planned process that needs to encompass the whole company in the long run.” Gorbon has mentioned the role of well-established companies in stable growth and deepening of Turkish economy: “Just like in any other country, we need well-established companies that succeed from generation to generation in Turkey more than any other time. Companies that are cognizant of this need take important steps towards institutionalization. In this context, they occasionally consult us for professional executive recruitment. We recommend them an institutional management system based on the needs of the company and the expectations of the founders.”
A CEO FROM WITHIN THE FAMILY
Gorbon, who leads Russell Reynolds’s operations in Turkey and the Middle East, talked to Hurriyet about the steps that family firms need to take for generational succession and institutionalization, latest trends in leadership advisory, and the international popularity of Turkish executives. Gorbon said in Turkey they have on average placed 50 to 60 high-level executives to national and international corporations annually and that this is an excellent figure for the sector: “Our operations are not limited to executive search. We also provide leadership advisory to the companies. It is not easy for a founder to entrust the business that he has brought from scratch to a certain size with much sacrifice to someone else. For that matter, institutionalization of the firm should have been planned a long time ago and it has to reach a certain level before a professional executive is appointed to lead. By the way, the professional executive does not have to be someone from outside. A member of the family can become the company CEO as well. There are many, very successful companies both in Turkey and around the world where, besides independent members of the board, all the management is composed of family members. The key here is to create a well-functioning board, top management and the staff that support them.
According to Gorbon, as part of institutionalization efforts, today’s companies are creating family constitutions with very good intentions: “In general, family companies in Turkey date back to 60s, 70s, 80s, and in most cases the founder still leads the business. I would urge company owners not to say ‘Our family ties are very well; nothing happens to us.’

INTRODUCTION
Without too much exaggeration it could be stated that the immigration process is the single most important determinant of American foreign policy. This process regulates the ethnic composition of the American electorate. Foreign policy responds to that ethnic composition. It responds to other things as well, but probably first of all to the primal facts of ethnicity .
In July 15, 1974 the long-standing problems between Greek Cypriots and Turkish Cypriots have erupted into communal violence when a coup supported by the military regime in Athens overthrew the island’s federal government with the aim of uniting the island with Greece. Five days later Turkey, using its treaty rights, intervened to protect the Turkish Cypriots.
The repercussions quickly affected the Greek community in the United States, which formed only about one percent of the population. Starting in mid-August, in a move orchestrated by the Greek Foreign Ministry in Athens the small yet cohesive and politically active Greek-Americans, working through the American Hellenic Institute, a coalition of Greek-American lobbies, and in cooperation with legislators of Greek descent, campaigned for an arms embargo against Turkey. Despite intensive administration lobbying, Congress voted an arms embargo, which went into effect in February 1975. All parties concerned with the issue considered the Greek lobby as the primary force behind the success of the legislation.
Turkey reacted to the embargo by closing down twenty-six bases and listening posts that was used by the United States and its allies. Hence due to the activities of an ethnic interest group, American strategic interests were jeopardized. In fact, on June 14, 1978, in a news conference President Carter categorized the lifting of the embargo as “the most immediate and urgent foreign policy decision” before Congress .
In February 1996, Cuban-Americans allied in the Cuban American National Foundation (CANF) persuaded Congress to pass, and president to sign, the Helms-Burton bill that extended the jurisdiction of American courts over suits brought by American citizens to defend their property rights that Castro government had nullified after 1959. The act has in practice extended the territorial application of the existing embargo to apply to foreign companies trading with Cuba, and penalized foreign companies allegedly “trafficking” in property formerly owned by U.S. citizens but expropriated by Cuba. The act has provoked much criticism in the United Nations and the European Union. In fact, the EU has even threatened to take the United States to a complaints panel of the World Trade Organization (WTO) over the extra-territorial effects of the Act. The issue has later been resolved through a negotiated “understanding.”

Müdahale, ABD nüfusunun yalnızca yüzde birini oluşturan Yunan kökenli Amerikan vatandaşları arasında büyük yankı uyandırır. Küçük ama yekvücut ve siyaseten faal durumdaki Yunan kökenli Amerikalılar, Yunanistan Dışişleri Bakanlığı'nın yönlendirmesiyle, Ağustos ayı ortasından itibaren harekete geçerek; Yunan kökenli parlamento üyeleriyle işbirliği halinde, Yunan lobileri tarafından kurulan bir çatı örgütü niteliğindeki “Helen Enstitüsü” aracılığıyla Türkiye’ye silah ambargosu konulmasını sağlamak üzere hareket geçerler. Yunan asıllı Amerikalıların başarılı girişimleri sonucunda Kongre, yönetimin yoğun çabalarına rağmen Türkiye’ye Şubat 1975’ten itibaren yürürlüğe girmek üzere bir silah ambargosu konulmasını kabul eder. Gelişmeleri takip eden tüm tarafların ortak kanaati, söz konusu yasama başarısının arkasındaki birincil gücün Yunan Lobisi olduğu yönündedir.
Türkiye, ambargo kararına tepki olarak Amerika Birleşik Devletleri ve müttefikleri tarafından kullanılan toplam 26 askeri üs ve dinleme tesisinin faaliyetlerine son verir. Böylece, ABD’nin Soğuk Savaş dönemindeki en önemli müttefiklerinden birisiyle ilişkileri bozulmuş ve bir etnik çıkar grubunun faaliyetleri nedeniyle Amerika'nın stratejik çıkarları tehlikeye atılmıştır. Esasen Başkan Carter, 14 Haziran 1978 tarihinde düzenlediği bir basın toplantısında ambargonun kaldırılmasını Kongre’nin önündeki “en ivedi ve öncelikli dış politika meselesi” olarak nitelendirir.
1996 yılı Şubat ayında Ulusal Küba Kökenli Amerikalılar Kuruluşu (CANF) çatısı altında örgütlenen Küba Kökenli Amerikalılar, Kongreyi ve Başkanı Amerikan mahkemelerinin yargı yetkisini, mülkiyet hakları Castro Hükümeti tarafından 1959 yılından sonra ellerinden alınan ABD vatandaşları tarafından açılan davaları kapsayacak biçimde genişleten “Helms-Burton” yasasını kabul etmeye/imzalamaya ikna eder. Yasa, pratikte Küba’ya uygulanan ambargonun coğrafi kapsamını Küba’yla ticaret yapan yabancı şirketleri de kapsayacak kadar genişletmekte ve daha önce Amerikan vatandaşlarının sahibi olduğu, Küba tarafından kamulaştırılan gayrimenkulleri alıp satanların cezayı müeyyideye çarptırılmalarının yolunu açmaktadır. Yasa, Birleşmiş Milletler ve Avrupa Birliği’nde büyük tepkiye neden olur. O kadar ki AB, yasanın sınır aşan etkilerinden dolayı Birleşik Devletleri Dünya Ticaret Örgütü’nün (DTÖ) şikayet paneline götürmekle tehdit eder. Konu, müzakereler sonucunda üzerinde anlaşmaya varılan bir “uzlaşı” temelinde çözülür.
