Well, the simultaneous use of "The Norwegian Labour and Welfare service" and "The Norwegian Labour and Welfare Administration" by the same agency now has me uncertain. See http://www.nav.no/English/The Norwegian Labour and Welfare A... but see the translations of the annual reports through 2009 at http://www.nav.no/English/The Norwegian Labour and Welfare A...
Perhaps in a couple of hours we'll have some input here from folks on the ground in Norway who can resolve this. I'd advise waiting at this point.

: There has been a name change since 2009. In response to Jeffrey's comment I would like to point out that the Child Welfare Service does not come under NAV, this is a separate entity called 'Barnevernet'.

: There is a difference between the administration and the service; I call NAV administration

Hard for us taxpayers in the U.S to distinguish between the administration by, and the so-called "service" from, our own Internal Revenue Service, which dwarfs NAV in its size and impact. ;-)
