We can't ask much more in terms of context - but this is clearly about US health care, and I think you really need a US-based colleague to explain what it means. The situation is of course entirely different in Europe. The reference appears to be about providing computerised management of health care costs, but "services pour payeurs" seems rather to literal. Not sure about John's suggestion ...
