: While that is a possible explanation, I can see nothing posted by the Asker that supports the idea that this is about teaching.// These certificates would be required from a contractor to prove standards were met. Calibration Certs would be from a lab.

2) Even if one can justify the use of the term "philosophies", it should still be adjectivally qualified to indicate what sort of philosophy is being referred to (e.g. "performance assessment philosophies").
