This is a term used widely in legal terminology, and is sometimes substituted with its Latin origin "prima facie".

The phrase may be translated as "upon the face of the documents".

this word "manifested" has two meaning; both of which support the legal document. i.e. 1- stands as proof of. 2- clearly apparent and obvious to the mind and senses. As we know, legal documents should logically be forwarded as a proof that is apparent and obvious to mind and senses. So, translation shall be: ///As manifested in the documents,... ///
