6. Die Zugriffsberechtigungen auf elektronisch gespeicherte Geschäfts¬geheimnisse müssen getrennt von Zugriffsberechtigungen auf sonstige Daten vergeben werden. D.h.: In den Berechtigungsgruppen für Geschäfts¬geheimnisse dürfen nicht andere Rechte enthalten sein und umgekehrt.

I think you said it yourself: 'better safe than sorry'. The best thing I can suggest is the above paraphrase; I'm not aware of any succint name for this principle in English, although there may be one in the security classification field (and I suspect it's not a generally understood principle in German either - probably derived from the mathmatical function max(a,b,...), which return the maximum of a group of variables).
In this case, if a particular user or user group is granted access to two different classes of data (in terms of security level), the restrictions applicable to the more secure class will apply to both classes for that group.

Ich denke, es ist schon so ein Manager-Insiderschnack. Aber wahrscheinlich wäre 'maximum security' eine in diesem Zusammenhang verständlichere Alternative.
