The question is the following. Obviously this refers to the Secretary of Minister of a Department of Ministry. But how can we convey the same respect and still sound authentic in American English?

Usually I simply say "Secretary" of Finance, the Interior, whatever.

But what about showing the same amount of deference and perhaps stating "distinguished Secretary" or something along those lines?

Suggestions from my colleagues so a translation I am working on when sound more authentic while maintaining the sociolinguistic level.

At least this is what you hear in American movies and TV shows. Madam Secretary for a female.

You know, like that episode in the second season of "24", where they take a vote to see whether President Palmer should continue in office, and ask each Cabinet member in turn: Madam Secretary of Transportation, Mister Secretary of the Treasury, and so forth...and President Palmer is removed from office, but only temporarily because Jack Bauer soon finds the techie that engineered the bogus tape that proves that the nuclear bomb had been planted by a consortium of corporate baddies and then all ends well...oy, I should be getting out more ;)

Esteemed Secretary

"Mister Secretary" is fine when addressing him/her orally, but, in the salutory line of a letter, "Esteemed Secretary" or even "Distinguished Secretary" would be more appropriate.
