Clarification: The person that has those letters in front of the name is the General Secratary signing the degree. It sounds like Manuel might be correct since the full name is: M.en Soc. José Ramiro Alemán López.

Could this be part of the name? Years ago I got stumped on a similar document with M. Soc. which turned out to be Maria Socorro!

Xenia: This is puzzling ... it would be difficult to deduce from M. en Soc. that it is a Bachelor's in Optometry (BSc. o B. en Opt.? o algo ....). Strange ....

Is this the degree held by the General Secretary who is signing? In that case, that person might hold a Master's in Sociology.
