a new (for me ) meaning of off-shore

"Keeping in view your line of work (E-Books ), we would like to offer ourselves for off-shore data entry of your books onto your data base. Our location (i.e. Pakistan), allows us full advantage of lower costs but without any compromise over quality of our product. The IT infrastructure has developed at an amazing pace in Pakistan. Therefore there is no reason for our customers not to receive back their work completed within allocated/decided time. In this regard we have arrangements for handling dumb as well as intelligent data."

off shore development means that computer companies take advantage of high-skill, low-cost countries for a range of computer related tasks. the above is an extract from a site found under your title in Google.

I would suggest 'en el extranjera'as a translation, or similar

DESARROLLO ,TRANSMISIONES, EXPANSION

DEPENDIENDO A QUIEN VA DIRIGIDO EL SERVICIO, PUEDE SER:

"DESARROLLO EN EL EXTRANJERO" SI SE TRATA QUE LA EMPRESA BRINDA ESE SERVICIO DE PERFECCIONAMIENTO A LOS
PROFESIONALES DE LA EMPRESA A LA QUE BRINDA EL SERVICIO

TRANSMISIONES AL EXTRANJERO" SI BRINDA ESE SERVICIO A LOS DEMAS CENTROS DE COMPUTO

EXPANSION AL EXTRANJERO " SI ES QUE A TRAVÈS DE LA EMPRESA SE LOGRARA AUMENTAR SUS ACTIVIDADES HACIA EL EXTRANJERO.

OJALA TE AYUDEN MIS CONCEPTOS
DE TI DEPENDE.

Operaciones off-shore, desarrollo off-shore

Hullo: Off-shore can mean various things but in anything related to business of any kind means just a way to pay less or no taxes: "paraíso fiscal". It also means "away from the shore", that is, the last point where tax officials will give you chase. That can be a foreign country, just a national tax haven quartermile or inside a submarine a couple of miles off Baltimore. However, to translate it as "operaciones en paraíso fiscal" sounds too blunt and we must not tarnish the rich-getting-richer reputations (you may want to anyway). So above I offer two ways of saying it using "off-shore", which is quite accepted in Spanish as you'll see in the links below and many more out there. "Desarrollo off-shore" (2nd link) relates to software off-shore development. Hope it helps, good luck :)
