Russian to English
Art/Literary
History
Soviet text
Here's the context, which is the heading and subheading of a news article.
The article goes on to detail the general livestock disasters facing the kolkhoz.
What does за крепкого коня mean? And I am also confused about the subheading.
The full article can be found here, about 2/3rds down the page:

Thanks Eric. But you know, my horse(a selle Francais)is very strong but not at all sturdy. The only strong AND sturdy hotblood is an Arab.Even some warmbloods are not sturdy.Farm horse is most likely to be a coldblood.they're sturdy and strong.

a stallion with a strong stocky body
The sentence makes my brows rise: "A strong stocky horse could be registered as one that has dropped dead (from desease or malnutrition)

Hale collective-farm horse now!
It's a kind of slogan, like, you know, Coppola's movie 'Apocalypse Now!'

...to ensure the availability and fitness of work horses

healthy collective farm workhorses reported as downers
I think you've received adequate explanations, but no suggestions that conform to English usage.
That's a downer animal. It's sick. It can't walk. As in: "All downer cattle must be tested for BSE."
How you want to phrase the headline and the kicker depends on your overall style - whether you're closely following the Soviet-era polemics, or writing something that would pass in an English-language paper.
Example of the former: Sturdy Collective Farm Workhorses: The Record Shows Only Downers
The latter: Healthy Collective Farm Workhorses Reported as Downers

Discussion
Article in early Soviet style criticizing "wreckers" (here kulaks and beys) who are killing off perfectly good livestock, which get perfunctorily reckoned by veterinarians as part of mass "padezh". Thus even a good strong horse just figures as a sad statistic...
