Can anyone suggest how I can distinguish between "werkstofflich" and "rohstofflich" here? The text is about an automated sorting and processing plant, which separates and processes rubbish for recycling. "Verpackungen aus Polyethylen werden zu hochwertigen Granulat verarbeitet, das Einsatz in der werkstofflichen Verwertung findet. Aus Polyolefinen ensteht ein Agglomerat, das sowohl werkstofflich als auch rohstofflich verwertet werden kann."

used both as a recycled and virgin/raw material.
It could mean that the one is used as an adjunct (i.e. recycled material) and the other as a virgin material used for granulates.
