I may be out on a limb here, due to lack of context, but since we are talking about risk management, I'd like to point out that risk provisions are usually booked to the balance sheet (and anything which is accounting-relevant will in the long run end up on the balance sheet). Looks like they are trying to find a reliable way to assess the necesary volume of their provisions.
