Termino de potencia

I am translating an electricity bill and am unsure how to translate 'Termino de potencia':

Termino de potencia
Termino de energia
Consumo gratuito

I was thinking of translating it as 'Power Rate' but then I'm not sure of the difference between 'Termino de potencia' and 'Termino de energia'

The meaning of "term" in this case in the context of the sum of various items of the total charge in the bill. Therefore you can use one of the two phrases I suggest. The same treatment should be as applied to energy. Potencia and Energía are translated as power and energy, as has already been clarified.

However often I read explanations such as the following, I never remember the difference, but the answer to your question is power, and energy on the next line

Electric power is the rate at which electricity does work. This is measured at a single point in time so it has no time dimension. The unit of measure for electric power is a watt (W). Watts are usually billed in blocks of a thousand known as a kilowatt (kW). The maximum amount of electric power that a piece of equipment can accommodate is the capacity of that equipment. Power plants are rated based on their maximum capacity, usually in megawatts (MW) or gigawatts (GW).

Electric energy is the amount of work that can be done by electricity. The unit of measure for electric energy is a watthour (Wh) with billing usually in blocks of one thousand known as a kilowatthour (kWh = 1,000 Wh). Electric energy is measured over a period of time and therefore has both energy and time dimensions. The amount of electric energy produced or used during a specified period of time by a piece of electrical equipment is referred to as generation or consumption. Larger units of work can be expressed as megawatthours (MWh = 1,000 kWh) or gigawatthours (GWh = 1,000 MWh). A large-scale unit of work used by national reporting agencies is terawatt-year (TWyr).

Power factor.

When electricity enters a local system, house or industrial, the power is dephased by condensators or impedances (electric motors) in such a way that the whole power received has to be corrected by the power factor. The power factor describes how well the power is used. This value is as high as 1.0 and can be as low as 0.60. For example, a power factor of 0.60 means that you are using only 0.60 of the total 1.00 that you received. Translated, you wil have to pay for the missing 0.40.
The Pf (power factor) appears on your bill as it will be used to calculate what you will be billed for the missing unused power.
A normal household has a Pf of 0.86 due to the fridge, the air conditioner, the washing machine, etc. All have inductive motors.

En la factura que cada abonado paga a la compañía eléctrica hay
un sumando denominado TÉRMINO DE POTENCIA, que se calcula multiplicando la potencia contratada por una cantidad que, según lo establecido en el Real Decreto 1802/2003, de 26 de diciembre, es 1.436140 ? por kilowatio y mes (239 pts/mes) durante el año 2004. Así, si la potencia contratada por el abonado es
4.4 Kw, la cantidad pagada cada bimestre en concepto de TÉRMINO DE POTENCIA asciende a 12.64 euros (2.103 pts). Esta cantidad la paga el abonado aunque, por estar ausente de su vivienda durante un largo período de tiempo (por ejemplo, durante el mes de vacaciones), no consuma ninguna energía, ya que lo que dicho abonado paga con estos 12.64 euros es el derecho a disponer de 4.4 Kw las 24 horas del día los 365 (ó 366) días del año.

That is: This is an addend within the invoice (see the bold part in Spanish about this one). That is, you pay for the RIGHT to use the power you have contracted for, whether you actually use it or not.

"Término de energía" is another addend which is the ENERGY you actually use multiplied by the unit price. The counter measures energy units - kilowatt hour (kWh), and here yes, you don't use any, you don't pay.

"Consumo gratuito" is a pittance, say, a few kWh you get for free. This should appear inside the "Término de energía", but as these are priced at 0, the utility shows how magnanimous it is by noting here how many kWh you got for free (total sonsumption for the billed period being the sum of paid for and free kWh).
