Also, in Venezuela, "servicios autónomos", although they may be locally autonomous, are usually affiliated to a Ministry (in USA, Department)... and you could also use Taña's suggestion: (equivalent to the Animal and Plant Health Inspection Service) as an additional explanation, even if it's not included in the original, for ease of understanding by the intended targets of your translation...
