I believe it has nothing to do with reporting, its to do with recording data obtained (can't report what isn't recorded)

A fairly literal translation that comes to mind (not as literal as 'underrecorded') - seems to fit the context you've given, perhaps even more context would help decide if this is the right interpretation or not. :-)

: No hyphen per hyphenation rules of Univ Chicago Manual of Style, Dorland, and Merriam-Webster. Sorry! I checked the OED and it has a hyphen in British English.

Thanks. It's interesting you should say that because I've noticed that hyphens tend to be used more in the UK than in the US. As I'm British I still think I should have put the hyphen in. :-) Don't apologise, I like learning these things!
