Actually, I think children is fine too - it looks as though both terms are used (not least in my own references!). It seems to depend on which US state. I think UK law uses 'minor'. It is at least the direct translation of 'menor''

I hadn't seen the references before. Now that I have, I'd say this is the correct term. The term "expósitos" in this sense is not at all common in Spain.
