مقيل in this case refers to something oral, oral law.. tribal law.. that is what is not written but implied. مجالس being bodies..

qat-chewing setting
It when Yemeni people sit together after lunch and chew their favorite drug: Quat / khat / chat
It was called مقيل in reference to the time of the day (القائِلَة) they usually do this ritual.
Hence, the term قيلولة refering to "siesta" that takes place at the same time, when the day is hottest.
القائِلَة (القاموس المحيط)
القائِلَة: نِصْفُ النَّهارِ. قال قَيْلاً وقائِلَةً وقَيْلُولَةً ومَقالاً ومَقيلاً.
وتَقَيَّلَ: نامَ فيه، فهو قائِلٌ
