"At 5:23 pm a red flag was thrown due to a massive crash on the back straight which ****caused a barrier to fail**** - the decision was made to end the race with the cars in their current positions instead of asking fans to remain for another 29 minutes of racing."

it means that the barrier no longer did what it should do
The usual way a barrier fails is that it falls over or is broken or is taken to pieces. Thus the things which it ought to keep apart can converge. In car racing I think it might be a wooden fence which fell over or a metal obstacle which shifted or a pile of old tyres which became instable, that sort of thing. In any case without proper barriers between the racing area and the spectators it would be too dangerous to carry on the race before the barriers have beenb repaired or replaced.

Here, I think they mean that it either was moved out of position or was pushed over so that it no longer would serve its purpose of stopping a speeding race car.
