This is the context: El denominado papel obulato es una lámina comestible translúcida y ultrafina que se elabora con almidón de patata, lecitina de soja y aceite de girasol. Procedente de Japón, este producto ofrece muchas posibilidades en cocina y pastelería ya que no desprende aroma, su sabor es neutro y no contiene azúcar ni sal.

I would hazard a guess that the word in Japanese comes from Spanish (oblea) or Portuguese like other Japanese words such as "tempura" (temporas), "waka" (vaca) or "kasutera/castella" (pan de Castilla) an influence from the 16th to 18th century Jesuits in Japan. "Obleas" in Spanish are often translated as wafers hence my answer.

The obulato doesn't contain salt, sugar or gluten which make suitable for celiacs preparations.

These sheets will melt when in contact with moisture.

El Obulato es una “oblea médica”, me explico: se trata de delgados discos transparentes hechos a base de almidón de patata. Su peculiaridad es que es disoluble y al entrar en contacto con un líquido –agua- se desintegra. En Japón es utilizado como envoltorio de fármacos y en los últimos años también han introducido en cocina: por ejemplo, en Mibu (Tokio) lo utilizan para envolver la piel de yuzu con sojas tostadas. En España, Ferrán Adriá lo ha introducido en algunos de sus platos, así en los raviolis de praliné con infusión de pino, uno de los platos de la carta de este año; o para hacer los canapés más sutiles del mundo, como mencionó en otra ocasión.

Obulato
The best translation for obulato is “medical wafer.” The thin, transparent disks are made of potato starch and dissolve upon contact with water, and are used in Japan (and occasionally in the west) to ease the swallowing of medicine. They’ve also made an appearance in cuisine: at Mibu in Tokyo, a sheet of softened obulato lay across a hollow, poached yuzu peel with toasted soybeans resting inside. It has recently become the toy of a few Spanish chefs: Adrià uses it as a base for canapes, and at Madrid Fusion, Dani Garcia (of Calima in southern Spain) layered it with baby shrimp and deep fried it to create a modern tortilla de camarones. Obulato can be found at Japanese markets that have pharmacy sections (like Mitsuwa, which has eight locations across the country), or could be obtained by special request through most purveyors of Japanese goods.
