This is correct ASSUMING it is the same document referred to in the same asker's previous question where it emerges that it has been notarised.

Entiendo que es una carta poder, no realmente un Poder (otorgado por un escribano/notario o abogado)

No queda claro si el poder lo emite un escribano/notario (en una pregunta anterior dice "documento protocolar), lo emite el banco o un tercero a favor de otra persona (en cuyo caso sería simplemente una "Letter of Authorization/Authorization Letter")
Necesitas el nombre del firmante para poner: "I, (name & title) hereby authorize xxxxx".
Si estás traduciendo el documento propiamente tal, sólo necesitas poner como título: "Special Authorization" y a continuación: "(Bank's name) hereby authorizes...."
