This evidently refers to the time of actual payment of an invoice, but is there a formal financial term for this concept?

I think Martin and everyone else (so far...) is mis-interpreting the text. It's talking about the cost of marketing, (expenditure which is incurred, not income which is received/collected).
The ST is commenting that it can be difficult to determine the true financial cost of marketing (which is often true, because it tends to be done spasmodically, time-wise, rather than on a straightforward time-based basis), and that one useful indicator of costs in this area is the average number of days for which charges are made incurred. On that basis:
