This term is used throughout in a way which implies it is the 'bid price'. However, I have seen it used as the 'issue price'/'offering price'. Can anyone clarify for sure how this should be translated?

when a fund or a financial paper is launched for prescription, it has a "launch price" which can then fluctuate in the financial market. Normally, the launch price is the "face value" but if the launched product had been traded then the "launce price" could equal the "fair market value".
