non avendo ricevuto il contesto in più, propongo ugualmente la mia idea. Molto probabilmente vuol dire che, aumentando l'utilization rate, temono un disservizio, un 'taglio' letteralmente dell'operatività o del servizio offerto (per questo chiedevo se era un software, un componente hardware, ma in ogni caso il significato è quello.
