Forms part of a list of measurements describing building work which has been carried out when making a tunnel on a motorway. The document is a verification report and I can´t get my head around what exactly they are describing as the measurement is only 1.84 meters. Any help would be much appreciated

I may be entirely wrong about this, but here are my thoughts: we talk about a tunnel being circular in section, but it is not actually a perfect circle, since the vehicles need to travel along flat ground. Therefore, the radius of the circle will be much longer than 1.84 m, which is only the measurement from the centre of the circle to where the road starts, and the actual height of the tunnel from the road could be the radius + 1.84 m. The Spanish text below may help to clarify.
La sección tipo de diseño es circular con un radio interior de 6,04 m, con una altura del centro de la circunferencia sobre el eje de la plataforma de 1.86 m, lo que proporciona una sección libre de 80 m2. Se han dispuesto aceras en ambos lados del túnel con un ancho de 1,62 m, de los cuales 1,32 m son practicables.
