Context:
Working in a “partnership” model with clients, our teams function as an extension of our clients’ own IT team in onsite, offshore, or mixed onsite-offshore models to exploit the time zone differences and to provide maximum flexibility for ****team ramp-ups and ramp-downs****.
Our teams thus maintain and enhance legacy applications as well as develop and implement new applications and COTS products as applicable.
I sincerely have no idea what they mean by this. Any help will be greatly appreciated!
Thanks in advance!

I think it is a good option:
If I take a look at the following definition,
ramp up
vb (adverb)
1. to increase or cause to increase
2. (intr) to increase the effort involved in a process
I conclude that ramp-ups and ramp-downs refer to changes (positive and negative) in the team size; the term I propose would cover both options
