: I don't see how in EN 'on point' could possibly mean 'at the point' — the more familiar expression is 'on points', meaning a ballet-dancer on the tips of their toes, but I don't imagine it's that here; so I come back to 'on the point', 'to the point', ...

A little bit of Googling seems to confirm that this usage of 'on point' does indeed mean relevant, pertinent, to the point; here's just one example of its being used in that sense:

: Do note, though, that those Urban Dictionary entries reflect slang usage, whereas here this is a more formal, though still slightly idiomatic, usage.

Discussion
I would instinctively understand it as meaning the same as 'to the point', i.e. pertinent, relevant, concentrating on that which is important.
I think if you can help to clarify what may have been the intended meaning it may help to come up with something apposite.
