I see your point But turnout can have the 'taking part' sense (see the Oxford English) and the rest of the context makes it clear this is what is meant. Plus, fishing is rarely (if ever?) a spectators' sport.

@ Simon Just wanted to clarify that, as I interpret 'turnout' as not having exactly the same meaning as physically participating in a competition. e.g. turnout could mean people who turned up to witness the event but not actually take part.
