Este trecho se refere à medição calorimétrica do gás que vai para o flare. tem a ver com impostos, mas eu precisaria pelo menos do nome do documento para te dizer exatamente a razão da medição fiscal. Uma possibilidade é que haja um imposto sobre o gás vendido, mas deve-se deduzir, para fins fiscais, o gás que foi para o flare para ser queimado, (provavelmente por estar fora de especificação).
